. Up to half-a-million revelers will pour into West Hollywood tonight for one of the world’s largest annual Halloween celebrations. The West Hollywood Halloween Costume Carnaval runs from 6 to 11 on Santa Monica Boulevard between Doheny Drive and La Cienega Boulevard. West Hollywood Halloween

Naming names. The clock could soon be ticking for an Arizona non-profit to reveal the source of $11 million it gave to a California group fighting Proposition 30 and backing Proposition 32. A Sacramento judge issued a tentative ruling yesterday ordering the Arizona group to turn over financial documents to the California Fair Political Practices Commission. There another hearing today. If the ruling stands, Phoenix-based American for Responsible Leadership will have 24 hours to comply. San Jose Mercury News

Tax increases. The L.A. City council will take up four tax measures today that are being proposed for the March, 2013 ballot. The latest proposal comes from Councilman Herb Wesson. He’s floating a plan to raise the sales tax in the city by half a cent, to generate $220 million a year to maintain city services. It would push L.A.’s sales tax to 9.25 percent, one of the highest rates in the state. L.A. Times

Digital discord. Anti-billboard activists are cheering a decision by an appeals court judge to toss out a controversial plan that would have paved the way for 800 digital billboards in L.A. The judge issued a tentative decision, with a final ruling expected within 90 days. In anticipation of the ruling, the city has been working with billboard companies to draft a new ordinance. L.A. Bad start. The Lakers tried to assure fans that the team’s 0 and 8 preseason didn’t matter. Now the season has started, and the Lakers are still winless. The revamped squad lost its opener 99-91 to the Dallas Mavericks at Staples Center. Tonight, the team travels to Portland to play the Trailblazers. It will be the first regular-season game televised on Times Warner’s new SportsNet. Not all Lakers fans will be able to tune in. In the past week, Time-Warner has signed deals with several providers, but the company remains at an impasse with others, including DirecTV and Cox Communications. L.A. Times

Surfer bitten. A second shark attack in California in a week. A 25-year-old surfer was seriously injured after being bitten yesterday off the coast of Eureka in Northern California. A 38-year-old man was killed by a great white shark off Santa Barbara last Tuesday. Eureka Times-Standard
